Part 2. Policy and Practice

The chapters in Part 2. Food policy and practice examine how public policy can more effectively address food insecurity and transform food systems. They explore the design and implementation of policy instruments, highlighting the need for coordinated policy strategies rather than isolated interventions. Recognizing that evidence alone rarely drives policy change, the section also demonstrates how arts-based knowledge mobilization can reshape public narratives and build support for structural solutions to food insecurity. Finally, drawing lessons from Brazil’s National School Food Programme, the section illustrates how comprehensive, rights-based public policies can simultaneously improve food security, public health, local economies, and social equity while informing Canada’s emerging school food agenda.
